Constitution of Uganda: A Powerful and Detailed Supreme Law

The Constitution of Uganda, developed and promulgated on 8 October 1995, is the supreme law of Uganda. It establishes a republican form of government with a powerful President. The constitution was a result of the Uganda Constitutional Commission's review of the 1967 constitution and its aim to develop a new constitution based on national consensus.

Uganda's fourth constitution, adopted on 27 September 1995, is much more detailed than its predecessors. It emphasizes a balance of power between the executive, legislature, and other independent bodies. Ministerial appointments and government borrowing now require approval from Parliament, and the civil service is appointed by the independent Public Services Commission and Judicial Service Commission. The President no longer has the power to dissolve Parliament, and Parliament can override a presidential veto with a two-thirds majority. The constitution also emphasizes the importance of an independent judiciary, with the Supreme Court serving as the final court of appeal.

One notable aspect of the 1995 Constitution of Uganda is the restoration of traditional monarchies, with the exception of the Kingdom of Ankole. However, the powers of the Ugandan monarchs are limited to cultural matters only.

Over the years, amendments have been made to the constitution, including the removal of presidential term limits and the legalization of a multi-party political system inHowever, in 2018, amendments were made to remove the new presidential term limits.

According to Article 102 of the Constitution of Uganda, the qualifications for the President include being a citizen of Uganda by birth, aged between thirty-five and seventy-five, and qualified to be a member of Parliament.
